Until the third-party test reports are in hand, no order lane is open — this is the same fact the public quality page states, applied where orders are accepted, not a wording choice. (reason code safety_dossier_incomplete)

A rehearsal is marked as a rehearsal in the database (that flag is derived — the app cannot write it), and structurally it may carry neither a supplier order number nor a creator attribution code — so it can never reach revenue or payout figures.
